Senator Kessler moved to amend the bill on page one, section three, line ten, after the word “institution” by changing the period to a colon and inserting the following proviso: Provided, That an employee paid by a payroll card shall not be assessed any fees for using the payroll card, withdrawing funds from the payroll card or replacing a lost or stolen payroll card; nor shall the employee be limited in the daily amount he or she may withdraw from the payroll card.
